In the FOTR : EE when gandalf stands up and speaks the Black Language,and when the black clouds come and everything starts to shake, why does it seem to affect legolas,Elrond & elves but not the rest of the council?

[glow=purple,2,300] Probably because only the elves were alive long enough to know what it really means and the kind of power that is in those words... The other races aren't long lived enough to have actually experienced the rule of Sauron?
So the humans were just startled by the big mean sounding theatrics... but generally not detered. Remember Boromir is STUBBORN by nature! As are the Dwarves... the Elves are actually more aware and "connected" to the world than the other races are... so of course it effects them more.

Also, the elves were alive long enough to learn all sorts of different languages. They probably understood the words of the Black speech, treacherous as they were, but no-one else, par Gandalf probably knew what they meant...

Oww I love that moment! I think that's because they're elves and you know they're having some strong sensitivity but after all they're creatures of the good and the Black Language is like a evil spell for them. That's why where Gandalf said to Frodo to look on the ring and see if there's anything on it, and then Frodo answered that he can't read the runes on it, Gandalf says: 'There are few who can. The language is that of Mordor, which I shall not utter here.' That's why...
